Cedar in perfumery usually means Virginia cedar (dry, pencil-like) or Atlas cedar (sweeter, warmer, slightly animalic). Both are used as base notes to give a fragrance 'bone' — a dry, woody foundation that holds up citrus and spice without adding sweetness. Cedar is the wood in Bleu de Chanel, Aventus, and Terre d'Hermès, and it's the reason those fragrances read as 'masculine' to most noses.
